Cohen tells Bloomberg’s Joe Carroll and Tina Davis Seeleythat the EPA’s ruling that carbon dioxide emissions are harmful to human health, and the regulation it may prompt from the U.S. government, “would be more harmful to the U.S. economy and the oil industry” than the legislation pending in Congress on climate change.
