WASHINGTON -- Despite division on the Federal Communications Commission, the agency passed proposed net neutrality rules on Thursday.

The vote played out on political lines with FCC chairman Tom Wheeler, appointed by President Obama last fall, casting the deciding vote after two Democratic commissioners voted in favor and two Republicans dissented.

"If someone acts to divide the Internet between haves and have-nots, we will use every power to stop it," Wheeler said.

Commissioners were met by protesters outside the agency and within the packed hearing room. Several vocal protesters interrupted the proceedings, clamoring support for the FCC to regulate the Internet as a common carrier, as telephone service is.

"I strongly support an open Internet. This agency supports an open Internet although you have seen today that the ability to ensure an open Internet is a matter of dispute," Wheeler said.

    CYNK Technology (CYNK), the mysterious over-the-counter stock that at one point broke a $6 billion market cap, dropped roughly 80 percent in its first trades after a Securities and Exchange Commission halt. The SEC halted CYNK for two weeks following a massive rise in the stock's value -- it had been worth only a few cents per share in June, but it jumped above $21 on July 10. The Belize-based CYNK Technology supposedly operates a social networking site, but filings indicate it only has one employee and virtually no assets. Experts told CNBC the week of the SEC halt that they expected CYNK to fall precipitously after reopening, and its first day of trading is proving those predictions correct. When it was halted, the stock was worth just less than $14 per share, and is now below $3 a share after briefly hovering around $5 earlier Friday morning. An OTC Markets spokeswoman told Reuters that CYNK's shares were not trading on its platform, but were occurring over the phone. Earlier this week Reuters reported that OTC's CEO did not expect CYNK to trade on its platform at all after reopening, as no brokerages would file the required paperwork for the stock to trade on their exchanges. An SEC spokesman said that the organization cannot comment on the status of a company after a suspension period ends, citing an online explanation of the process. That document notes that broker-dealers may not solicit investors to trade the previously suspended OTC stock until they satisfy several regulatory requirements. The SEC warned, however, that "unsolicited" trading may occur after a reopening -- as CYNK is now seeing -- but "even though such trading is allowed, it can be very risky for investors without current and reliable information about the company."

    This week's loser
    In spite of no company-specific news, audio accessories maker Skullcandy (NASDAQ: SKUL  ) took it on the chin this week, down 5.4%. Skullcandy is in the midst of trying to turn around falling sales in a highly competitive environment. With its health intricately tied to Apple�and the remainder of the smartphone industry, Skullcandy will need to see steady smartphone sales growth if it hopes to meet its own sales targets this year.     Finally, audio accessories company Skullcandy (NASDAQ: SKUL  ) announced a realignment of some of its business divisions, and the upcoming departure of current CFO Kyle Wescoat, who plans to leave the company in September. Under the new alignment, Skullcandy plans to relocate its marketing, creative, business development, and legal departments to its Park City, Utah, headquarters. Although this will translate into a pre-tax restructuring charge of $3 million to $3.8 million, it's a strong move to help unify Skullcandy's new strategy.

Facebook says: If you Like it, Buy it.

facebook buy button NEW YORK (CNNMoney) Facebook is looking for some new fans: It wants to help small business owners up their ecommerce game.

The social media giant announced Thursday that it's testing a new Buy button feature with "a few" small and medium-sized businesses across the country.

The button is available on the mobile and desktop version of Facebook and lets customers purchase products directly from businesses. Businesses partnering with Facebook on this test can embed the button on their Page posts or in Facebook ads.

Just how few are we talking? Right now, very. A Facebook spokesman said the exact number can be counted using one hand. They declined to identify the specific businesses but the picture included in the announcement showed that one is a watch company, Modify Watches, in San Francisco.

Though the test is small for now, if successful, it could be a major win for small businesses.

The third party will only share information pertin! ent to fulfillment (i.e. shipping address).

Right now, the feature is completely free for businesses, and Facebook has no plans to monetize it at the moment. The intention is twofold: See how people react to seeing it on the social media site, and how successful retailers are in driving ecommerce business.

    Werner Enterprises (WERN) announced its third quarter earnings after the bell on Thursday, posting a 1% change in revenues from last year’s Q3, but a 15% drop in net income.

    The Omaha, NE-based logistics and transportation company announced Q3 revenue of $511.73 million, which was up slightly from last year’s $506.50 million revenue figure. WERN reported net income for the quarter of $21.53 million, or 29 cents per diluted share, which was down from last year’s Q3 earnings of $25.13 million, or 34 cents per diluted share.

    The company was able to meet analyst views of 29 cents EPS, and slightly surpass the revenue estimate of $503.82 million.

    WERN shares were up 21 cents, or 0.90%, at Thursday’s market close, but were edging lower in after-hours trading. YTD, the company’s stock is up just over 4%.

Dow Hits a Record, FB Falls, Red Lobster Suffers, and Target Repents

If you're like most of Wall Street, you're off crushing last-minute gift shopping (just get us some design-your-own custom whiskey). Because just after the market's biggest performance in months, the Dow  (DJINDICES: ^DJI  ) eked out only a small 11-point gain Thursday as weekly jobless claims ticked up again.

1. Facebook shares slide after Zuckerberg stock dump
Cha-ching! Mark Zuckerberg took home $2.3 billion in cash Thursday after selling a small percentage of his stock in his blue online baby, Facebook (NASDAQ: FB  ) . The company announced that $4 billion of shares would be sold in the public market, with the majority coming from the CEO himself. The stock slipped 1% because to investors, if Zuck thinks it's a good time to sell, why shouldn't they? #WhatWouldZuckDo    $55/share is a good price to sell at and it's way better than $30 (fo' sho'). The company had earlier announced the stock sale in 2012, but postponed the plans due to the poor-performing stock. Remember back when FB was embarrassingly far below its $38 IPO price for months? A stock sale of this size would have been worse than mom catching glimpses of your buried "Sloppy Sophomores" photo album.   After a resurgence in online ad sales (particularly on mobile), investors trust FB again, boosting the stock up 105% in the past year. Zuckerberg will gain cash in exchange for losing some control of the voting shares of the company. But whether or not your sick of his hoodie, know that the future of the 'Book is firmly in his control since he will retain 62.8% of the voting power.

2. Red Lobster might get sold as sales plummet

That's the problem for the owner of Red Lobster, Darden Restaurants (NYSE: DRI  ) , which dropped 3.6% Thursday after a brutal tasting earnings report. Consumer traffic at Red Lobster was down 7.7% last quarter and sales have fallen more than 20% since 2012 -- similar to Darden's other restaurants, Olive Garden and LongHorn Steakhouse.   The takeaway is that since the '08 financial crisis began, Americans simply aren't dining out at chains as much for all-you-can eat binges. So Darden is essentially "sending the food back to the kitchen" -- the company announced it will spin off Red Lobster in mid-2014 and maybe even sell the 705-location chain. Investors weren't satisfied with the news.

3. Target stock drops after major security breach
The target for identity thieves was shoppers' credit cards. The place was the home of the "Miley Cyrus Baby Onesies Line," Target (NYSE: TGT  ) . And the time was 20 days between Thanksgiving and mid-December. Now 40 million angry holiday tiger-shoppers are at risk of identity fraud as their credit and debit card accounts may be affected.

How did this happen? Target has hired "top men" to get to the bottom of the security breach and try to inform customers of the potential risks. In the meantime, Target's reputation and holiday sales could see a major backlash (Target executives could use one of those Wal-Mart smiley stickers right now).   The stock slipped 2.2% Thursday on the breaking news. After announcing its failing Canadian invasion last earnings report (new stores up north are failing to grow fast enough), Target has had about enough of the cold weather season.
