Moreover, Chinas family-planning bureaucracy employs more than 500,000 full-time workers and six million part-time workers all the way down to the village level tocollect billions of dollars in fines and these bureaucrats have fought for years against policy changes meaning they could throw up roadblocks if not placated. With that said, the insurance and health care sectors are two sectors with publicly Chinese stocks that look set totake advantage of the coming changes.
