Bloomberg has the details:
Osisko Mining Corp. rejected Goldcorp Inc. C$2.6 billion ($2.4 billion) unsolicited bid because it too low and said the Canadian company is reviewing other options.

Alamy The market may have rallied remarkably this year, but there are plenty of stocks that never got the memo. Dozens of stocks are hitting fresh 52-week lows these days, and some of them aren't as bad as their low stock prices would seem to suggest. Last week, I took a look at five stocks that didn't deserve to be hitting new 52-week highs. Now it's time to flip things around and look at five stocks that hit new 52-week lows last week that are prime candidates to bounce back. Dice Holdings (DHX) 52-Week Range: $6.83-$10.43 Dice operates several industry-specific career and employment websites, including the namesake Dice.com for tech jobs, ClearanceJobs.com for jobs that require security clearance, and Rigzone.com for jobs in the oil industry. It's a novel approach to helping folks in specific sectors network, and naturally this is magnetic to potential employers. The success of LinkedIn (LNKD) may have taken some of the shine off Dice, but the company's still finding ways to grow. Analysts see revenue climbing at a slightly better than 6 percent clip this year and again in 2014. Kinder Morgan (KMI) 52-Week Range: $32.30-$41.49 Kinder Morgan watches over the country's largest network of natural gas pipelines. Thanks to its reputation as a cleaner energy source than coal or petroleum (and the massive upsurge in U.S. production thanks to the fracking boom), natural gas is a growing source of domestic energy. Even commercial vehicles are starting to be powered by liquefied natural gas. Kinder Morgan is growing, but it has missed Wall Street's profit targets in each of the three past quarters. That's been enough to scare off some investors. However, the falling share price has also made Kinder Morgan's healthy dividend that much more compelling. The stock's yield of 4.6 percent is too rich to ignore here. Liquidity Services (LQDT) 52-Week Range: $20.37-$44.40 Liquidity Services prides itself as a problem solver. It runs a marketplace for items that need to b

Other fracking goings-onThe Environmental Protection Agency continues to move forward with its nationwide study of the potential effects of hydraulic fracturing on groundwater and drinking water. A resulting report is expected to be released in 2014. In the meantime, 31 experts from universities, scientific laboratories, and industry have been appointed to review what promises to be a landmark document. The EPA also has abandoned its interminable and controversial research into whether fracking by Encana (NYSE: ECA ) fouled the water table in Pavillion, Wyo. The effort was a follow-up to a 2011 study by the agency, which purported to find a connection between Encana's operations and the contamination of an aquifer, has been turned over to Wyoming officials. They plan to release a final report next year. The Obama administration has set forth a proposed rule requiring oil and natural gas companies that drill on federal land to disclose the chemicals used in their hydraulic operations. It also would establish standards for well construction and waste disposal.
While water is likely to remain a key consideration for hydraulic fracturing for years to come, there are several other items of importance currently swirling about with regard to unconventional drilling, which has been responsible for a 30% increase in U.S. oil reserves and a 90% incrasee in our gas reserves:
A Foolish takeaway
Hydraulic fracturing, it seems, will always be a target for environmental grousing and federal nitpicking. It seems unlikely, however, that it will ever be severely curtailed. On that basis, I'm increasingly becoming a proponent of Chesapeake Energy (NYSE: CHK ) , especially under its new management.

1 (tie). Louisiana, March 29
Louisiana climbs to the top spot by keeping property taxes below $750 and collecting just a 4% sales tax, although local options add nearly 5 percentage points to that figure and make the state one of the highest-collecting sales-tax states. Although extensive activity from energy producers Chesapeake Energy (NYSE: CHK ) , Encana (NYSE: ECA ) , and Plains Exploration (NYSE: PXP ) in the Haynesville-Bossier shale play could boost incomes and lead to higher taxes, much of Louisiana's sales tax revenue comes from out-of-state tourists visiting the state, leaving the actual amount borne by residents even lower. A 6% income tax isn't enough to push Louisiana out of the top spot.

The market seems to be showing fatigue particularly with positive onshore oil service data points that may nolonger seem incremental. Investors have become especially focused on potential issues and macro concerns. We believe this phaseof enhanced risk perceptions will pass and still recommend owning selective stocks based on attractive valuations and healthyfundamentals. Of the 16 oilfield services companies having reported their quarters to date, the share price changes have at timesbeen difficult to tie to specific results. … Five of the 12 companies who have beaten earnings expectations have seen their share prices drop on the day, including Basic Energy Services (BAS) (-9.0%), Baker Hughes (BHI) (-2.5%), National Oilwell Varco (NOV) (-1.5%), Oceaneering (OII) (-4.2%), and Schlumberger (SLB) (-2.0%). Other stocks beating expectations have traded higher as expected, including Cameron International (CAM) (+4.1%), FMC Technologies (FTI) (+3.1%), Mitcham Industries (MIND) (+3.8%), Nabors Industries (NBR) (+1.2%), Patterson-UTI Energy (PTEN) (+1.8%), RPC (RES) (+8.4%), and Weatherford International (WFT) (+2.3%). Companies which have missed have universally seen their share prices decline, including Diamond Offshore Drilling (DO) (-4.3%), Gulfmark Offshore (GLF) (-0.1%), and Hercules Offshore (HERO) (-6.9%). Halliburton (HAL) was in line and flat on the day.
